Senate Approves $10 million for Centennial Challenges

The Senate Appropriations Committee approved $10 million for Centennial Challenges in the Senate version of the Fiscal Year 2005 VA/HUD Appropriations Bill. It's not the $20 million in NASA's budget request, but it is still good news. The House Appropriations Committee did not approve any money for Centennial Challenges: it wanted to cut costs by cancelling new programs.

There's still a long way to go in the budget process.

To claim for a special amount of money requires economical reasons as a basis. These reasons in this case includes what's to achieve by a competition, what amount of money the competitors at least may need to construct it and what amount of financial requirements should be avoided at least by the competition.

On the other side the governmental budget is restricted by the amount of taxes raised and the amount of governmental debth agreed to by the congress.

So - what prize are the 10 mio dollars are for? And what prize were the formerly 20 mio. dollars for? What is intended to be constructed by the competitors? Has the senate changed the object to be constructed? This last I don't believe but realy such an object should be claimed for saying additionaly what prize it does require at least.
