How Much for an Ethanol/Air/Water Ground-based Burner

I'm putting together a proposal and the second phase will need an approximate price for a ground-based (intended for fixed, continuous operation in an industrial facility) rocket motor, of minimum cost (ie: minimum size?) with these characteristics:
