Bear in mind that roadmap was published years ago, along with its timelines. It makes no mention of the newer Unified Modular Launch Vehicle family under development. The GSLV-MkIII, which is supposed to be the precursor for UMLV, was supposed to enter service in 2005 but is now slated to make its maiden flight in 2011.

But it does show the Avatar TSTO designated for 2015, which is now more likely to arrive by the end of this decade at the earliest.
