DARPA, which put up a million for an intelligent vehicle, requires that one team memeber is american. That team member recieves the cash and after that its his cash...

Being from outside the US I can see how Congress Prizes Should go to Americans. Its tax payers money after all. Giving to internationals.. well maybe thats aid or something?

Your last comment is interesting considering you say your from outside the US!

Oh yeah, I agree that as the money will be comming from the US government, there is a good reason for only US companies to be allowed to enter this set of competitions. What's simply being said was that there was probably more than just one reason why goverment sponsership has been kept out of the development of private space sector i.e. the X-prize. If it is to happen it would be nice if the competitions were set by more of an international group than NASA, being just affiliated to one country.

I think that this would make a good compromise standard-- iCongress wouldn't be shipping money wholly overseas, and only a few international teams would be unable to compete.
