Who do you think will be the next to land on the moon with a crew? Do you think that NASA will achieve it or will they be overtaken?

Or are the costs too high for a single nation to do it?

The know how to go to the Moon already exists, so the only barrier is money. And the US government still has the most money. So I say NASA. But maybe with extensive help from private companies, like delivery of components to LEO by Falcon 9 or whatever.

Yeah, the Americans have the means and they are beginning to rediscover the will. I guess Russia and Europe have the next best shout. Its just a beaurocratic obstacle course in Europe, and Russia has more earthly priorities. China? Get out of town. They would kill their entire astronaut corps trying it with their 1950's Soviet hand-me-downs. I like this one http://www.blueridgeairlines.com/products299536.html No other spaceship has so many flashing lights, shag carpet and auxilliary dildo in the cockpit. :o
