Triggering the formation of an international agency?

The Shackleton Crater Company - founded by Stone Aerospace - aims on several - or even a lot - of companies all over the whole world to work together to mine Shackleton crater for hydrogen, methane, water and perhpas more gases etc. to get ISRU-propellants.

Since this is that international - might it trigger the formation of something like an international space agency? An agency that is NOT controlled by the UN but by a board of ministers merely like ESA?
