JAXA is going to replace its M-5 rocket with a smaller launcher capable of putting 500kg into LEO, more competition for Falcon 1 possibly.

It seems strange that JAXA is replacing M-5 that can loft 1.8 tons to a 250km orbit while ESA is developing VEGA which dos nearly the same job.

Cost?

In any case, I don't know if it will ever solve Japan's space industries inherent problems. (insular, government linked, high labor cost)

The H-5 cost of 7b yen ($60M US) for such a small launcher, I think Vega is expected to be about $18M US, seems pretty steep.

The new rocket is quoted as costing 2.5b yen ($21.4M US) which still seems to be pretty expensive though so I cant see it solving to many cost problems since it is still 3 times the cost of a Falcon 1 flight.

They need to focus on the R-7+ class H-2 B.
