It is rather like me building a toll road right next to a free interstate--and wondering why nobody invests...

A few problems with your simile:

1) The interstate is not 'free' by any means. It is currently a toll road charging $500 per trip instead of $5.
2) Only 1 vehicle is allowed on it each week, and Government vehicles have priority.

3) Trucks aren't allowed to carry more than 2 tons

4) Buses only run 3 times a year, in a good year.

In these circumstances, plenty of investors would be interested, if they were educated as to what's reasonable.

Putting it simply, access to LEO costs up to 100 times what it should. The follow on effect is that anything we put in space, must work first time and for a long time, so also becomes hugely expensive, or impractical, or not economically viable.

For example:
If we could launch comm sats for $2 million, we would build them for $2 million, launch 1 every couple of years, and be happy if most of them worked for 2 or 3 years. Instead we build 1 for $100 million, launch it for another $100 million, and use it for 10 to 15 years, with a 90% or 95% success rate.

Might it be possible to make use of the plasma created at reentry by a plasma engine that simply doesn't need to dreate plasma? ...
