possible source of a common space infrastructure

The article "MSNBC: A trip around the moon? It could happen " under www.xprizenews.org is describing an infrastructure that combines governmental to private vehicles and activities - and the idea is worked out by a private.
The idea wouldn't only finance a private trip to the moon - it can help finance governmental activities partially privately too. If Russia will not "steal" the idea but work together with that american company the infrastructure would combine activities of different nations too.
