So why did Rotary Rocket Company fail?

About 1998 I started to read about Roary Rocket Company and it's Rotan SSTO design. I followed its development quite closely. Unfortunately, RRC was unable to secure enough funding and the company closed it doors in 2001. So what's your take on the Rotan design? Was it practical or a pipe dream? Here's a good review of the Rotan design.

Hello, Rocket Scientists,
as far as I remember the rotor part of Rotary Rocket had been completed. Scaled Composites did the job and it worked - I read it at Scaled Composites' homepage if I remember correct.
