What US gov red tape and fees for payload only to space

What sort of fees and forms do you have to go through to launch a payload in the USA. The OZ gov wants $300K up front for launch here and even $40K+ min for Oz national for permission to launch evenif in USA up front and they can say no at anytime and you'e done your dough (True- check Aus Space Reg Act 2002) and this not even Astronauts just vehicles over 100km.
