US Gov fees and forms to launch in X-prize?

What US Gov fees and authorities did the X-prize winners need & pay before they could launch? Does anybody have a breakdown or know a site listing them?
The reason for asking is that the Oz Gov demands $300K+ (an anti-invention tax?) for just considering giving the OK for your launch in the same sort of thing ( which they can refuse and keep the money). They even demand $40K+ if an Aussie national goes and launches in the USA in an X-prize type event and get this (Stalin must be smiling) they can arrest you for breaking the law if they decide not to allow you to enter and you do anyhow. The axis of evil has now become a quadrant. Can a person claim refugee status in the USA on the basis of technological persecution? |

Hello, tristan512,
where at the web can we find the text of the laws you are speaking of? I would like to read them because it's sounding incredible that Australia would punish a man doing something in the US what's allowed in the US but not allowed in Australia. I wnat to check if I will understand it the same way as you. Clearly I have to take into account that my understnding of the laws will include errors due to not being a native speaker but I am iinterested in trying it.
