Let's see what the document "The Vision for Space Exploration" ( history.nasa.gov/Vision_For_Space_Exploration.pdf ) says about it:

This is technology?

VSE is the President's policy, ESAS is the (current) NASA plan to implement it. So?

VSE and ESAS are or have been discussed in a few threads of the Technolgy section.

Also the development and construction of space vehicles, space equipment and the like are technology-projects.

For these and similar reasons I from time to time think about VSE and ESAS and thus initiated this thread.

The document is a NASA-document and so is not about the President's policy only. By the way - technology policy has a lot to do woth technology as can be seen here in Germany where there is a particular ministry for it.
