It is a gray area. If the 2nd stage shut down 1 second early, would that be a failure? 10 seconds? What if it shut down late? Where do you draw the line? In my mind, if the mission achieved all objectives, it was a success. If the only payload had been the 2 dummy satellites designed to measure the launch environment, then even if it didn't make orbit it could be called a success. If it achieved any orbit and the mission objectives were all met, I definitely call that a success.
