Rotating Orbital Facilities

So, artificial gravity is a long way off (if achieveable at all). But the illusion of gravity is technically feasable. Good old centrapedal forces. How long do we think it'll be before we see plans for rotating orbital facilities like that seen in all the sci-fi movies and books? Technically, we could do it now, but the cost might well be the prohibative problem.
