Since electricity travels at the speed of light not sure what the advantage is to an optical computer.

IIUC only at about 0.5c in copper wiring on a chip, due to reflections, which is about 5cm per clock cycle in a modern desktop or server CPU, which is on the order of a centimetre across. Quite tight a constraint! Also loss is lower I think, which would result in less heat, and bandwidth is higher.

light has an order of magnitude more data capacity per "packet"

without resistance, and with all the data that can fit in a channel, and the fact that it can travel with fiber, or through a vacuume, or through a medium like a gas, means routing can be dynamic, so connection A->B can change to A->C without a new motherboard :)

the idea is that the whole system can be modified, whenever, for whatever reason, so you could add pieces, remove them etc, or change the function of a device based on the task,
