Legally, he doesn't have too much choice. Remember that Outer Space Treaty from 1967? If he didn't involve at least one or two other nations, the entire UN would start screaming bloody murder -- and that's something that no Federal official (from lowly State Department bureaucrat on up to the next Presidential candidates) is prepared to deal with.
