How fast could an Airship go that takes off from the ground? Could it reach suborbit, and launch a rocket from there?

Why would it have to start at 40km+? 20km+ is easier to reach. Could wings sustain it at 30km+ if it 'launched' from 20km+? Then it would simply accelerate.
