The project is already funded.
Paul allen isn't going to get any more famous.
Paul Allen doesn't need the publicity.
The amount of funding the project gets is based on how much funding the project needs, not how much publicity it generates.
Keeping it secret allows them to progress on their own time table.
Maintaining publicity just consumes a lot of time and effort that doesn't contribute to their progress.

Agreed. I also suspect that the x-prize is a middle step. The publicity will get them the attention they need to offer these rides on a weekly basis (or so) for profit.

Wih what they have now, they could probably hit the edge of space already, turn it around and relaunch and win the prize. But, I think they want to take their time, make sure everything is in order, and go for the gold when the time is right. After all, has anyone else had a successful manned flight yet?

Plus, I think Paul Allen is interested in having his name in history books :)
