Non-Hardware prizes?

The XPRIZE, the America's Space Prize and the WTN XPRIZE are Hardware Prizes - they set for vehicles and materials including medicines and propellants.
But the vehicles and materials can be used for various purposes. Only a few of these purposes will increase the access to space for the general public I suppose. So what about prizes for special ideas how to use the "Hardwares" for increasing the general access? This can be as challenging as the successfull construction and building of a private spacecraft has proven to be. The use has to be established for winning such a prize. And who should set such a prize? The XPRIZE Foundation? NASA? Or a joint venture with a federation working on infrastructures?
