You'e right. There is a Star Trek movie showing something similar - its german title is "Star Trek - Der Aufstand". May be the english translation were "Star Trek - Rellion".

But that wasn't a rebellion against Star Trek government - it was a rebellion of Star Trek against a special decision of Starfleet-Generals or -Admirals.
